2 levels.
1. is there a market for this?
2. is this technologically possible?
in that order.

It is too easy to pull the wool over the eyes of one or the other. Sounds like they have the technology covered but not he market.

or am I falling into the government trap of yet another board!

It's not about being the best at what you do. It's about being perceived as being the best at what you do, and that requires great marketing.

James, in principle I agree with what you're saying. However, maybe there's also the problem of being able to staff a government board with private sector specialists. From a distant past when Michael Brogdan was still the leader of the NSW Liberal Party, I remember one quote he gave at a PRIA senior practitioners' function when asked why more private sector professionals weren't employed in strategic, developmental roles in government. He asked: "How many people in this room have more than 10 years' experience in business?" (aabout 80% of hands went up). "And how many of you would be prepared to take a pay cut to only $104,000, for a job you have to re-apply for every three to four years?" Zero hands.
